The Danger Level is OVER 9000?!!!

Like all shounen manga characters, Monkey D. Luffy is no stranger to do or die circumstances.  However, he seems to be much more at risk of dying than the average protagonist.  You may be thinking "How? His fights aren't even that unevenly matched?".  That is very true. However, the risk does not lie in his fights, but his enemies.  Wait, hear me out!  Luffy has made an enemy out of the entire World Government, the Tenryubito, and THREE out of the "Four Emperors".  On top of this, he is also an enemy of DonQuixote Doflamingo, Gekko Moriah, and he has fought all three admirals.  It is also important to remember that Luffy does not kill ANY of his enemies so CP9 is possibly a potential threat.  Oh and let's not forget about his 400 MILLION Beri bounty. Most of the WORLD wants his head.  Ah, and I almost forgot about Smoker.  He's been chasing Luffy for years.  He event went to the Grand Line AND Punk Hazard to catch him.  Oh and remember, Luffy has not once actually defeated Smoker in combat.  Also, I suppose that the World Government has a burning desire to recapture everyone who escaped or infiltrated Impel Down.  That could possibly mean another fight with Magellan.  Considering this, it is amazing that Luffy had to challenge Doflamingo on his doorstep to be in a risky situation.  So now all but a select few people on Dressrosa are trying to kill him too. This makes it more dangerous to be Luffy than it is to be his father, the most wanted man in the world.
